These engine ECU's are fixed in an area where water ingress is an issue which is often the case for the need to replace. Even when the original ECU is dead with no communication or power up cloning is nearly always possible from us as long as it has not been previously attempted by a third party. Your new or used replacement ECU will be in a plug and play state no further programming required after cloning.
The immobiliser system this runs with is a BMW EWS version, this ECU and EWS can become corrupt this happens and they will not relearn the ECU may need resetting to a new state to allow the relearning to take place in the same way a new replacement would be matched in to the car, this requires a dedicated diagnostic tool like T4 for example.
Immobiliser bypass is possible and an ideal solution for a kit car or road car. Note for a road car you may need to carry out further work.
